I'm trying to assign a user group to a project role (Administration / Projects / Summary / Roles / Users), but the group doesn't show up as an assignable item (in the Roles table, when I click in the Users row, Groups column, and try to enter the name of the user group, JIRA can't find it).
I edited the permission scheme so that Browse Projects does contain the new group, but it still doesn't show up.

That's correct, assignee is for users, not groups (Assign to group does not work in real life, so JIRA does not implement it)
No, I'm right and your own next sentence proves it - you say it does not assign to group, but assigns to the default or last assigned user. I'd argue that the name of the function is misleading, because it still assigns to a user.
However, your new version of the question is no longer about assigning to a group. It is now saying that when you try to add a group to a role, you're not seeing the group listed. Is that correct? If so, then the permission scheme has nothing to do with it - that box should allow you to select and add any group in the system to the role.
Because the body of your question differed from that, your comments talked about a different thing, and the use of the word "assign" is unclear.
Which is it?
Are you entering the full name of the group? In my case, if I have for example "group of users" group, I can only assign it to a role if I write it entirely (group of users), partial name search doesn´t work with groups as it works with users.
