While I'm trying to login to my administrator Jira account by Microsoft account, i got "We were unable to verify the email associated with your Microsoft account, so let's do that now."
I never received the verification email, and contacted our IT team, added all the Jira domains to the white list, they said nothing was blocked and no email was received.
Also, I am not able to contact Atlassian support, as they are saying that I need to contact them from the admin account which is already blocked.

I understand this has been resolved. However I did not take any actions here. Perhaps someone else in Atlassian Support has addressed this elsewhere. If this isn't resolved, please let us know the Atlassian Account Id or the email address of the affected account.

Yes, the issue has been resolved. Praveen from Atlassian Support reached out to me and explained that the email address was suppressed due to a customer policy error. He mentioned that this could happen if Atlassian received a bounce-back email from the recipient.

Hi, I am having the same problem. The person who set up our account has left the organisation and now we can't update anyone to an admin user. I also can't raise a support ticket as I'm not an admin user. Can you advise about best way to resolve this? @Andy Heinzer

I took a look at your account. While you appear to be a site-admin, you might not be the billing admin. In which case I created a support case to see if our customer advocate team can help here. You can respond over in https://getsupport.atlassian.com/servicedesk/customer/portal/35/CA-3277765
