Can inactive user receive email notification?

I need a user that only can receive email notification, and doesn't have permission to create new issue nor login to JIRA application, so it won't reduce the license quota.

Does anyone know the resolution for this? Thanks.

Hi Ilka,

Deactivated users shouldn't be able to receive notifications from JIRA, but you might find that you can configure a notification scheme with the JIRA Enterprise Message Handler plugin, (JEMH), so that is what I'd recommend you try: https://marketplace.atlassian.com/plugins/com.javahollic.jira.jemh-ui
