can i change the field type of "attachment" field from downloadble form to simple text form?

so that i can just import the URL of any attachment to the attachment field while doing "CSV" import..

you have to do customization,

check this you may found what fiels you need to modify, which is realted to attachment field

Jira doesn't have any such functionality, you'll need to find or write a plugin to provide a replacement field.
