Can fields be made mandatory through specific transition status points in Jira 7.1.4

If you want them just required during a transition I suggest the jira-suite-utilites plugin. It is free, supported, and been around for a long time. The only drawback is it doesn't put an * next to the required field.

It looks like the Jira suite utilities is $1800 not free?

You can use it during transition with the "Mandatory field validator" from Workfow Essentials. It also puts an asterisk * in front of the field.

It is done using field configurations. See https://confluence.atlassian.com/adminjiracloud/specifying-field-behavior-776636443.html#Specifyingfieldbehavior-requirefield.

Edit: Just noticed that you want it mandatory only on certain transitions. In that case you have to use a workflow validator. You can use the "Fields Required" validator from JIRA Suite Utilities plugin.
