Can an average user know everyone who will be notified when a JIRA event occurs?

When making a change to a JIRA issue, I can click the Admin drop-down button and select Notification Helper which then requires me to enter a username and a notification event. 

Is there any way to list ALL notifications that will be sent (i.e. All Watchers, Current Assignee, Reporter) when an identified event is going to occur? 

It might be a very similar button, but only the "Event" is selectable and the result is a display of all notifications that will be sent. 

Or a button that simply lists all events and all notifications, depending on the issue being edited?

Looking forward to any help you may be able to provide.

Maybe an add-on, but not in standard JIRA as a non-admin
