Can a user see shared filters without having to search them?

Is there a way to share filters with users without making them searching for them?

You can share it from the issue navigator and it will send the users a link in email. See the share option at https://confluence.atlassian.com/jiracore/blog/2015/07/saving-and-sharing-your-search-results
