Can a user have add attachments permissions without having edit issues permission?

I would like to set permissions for users not to be able to edit issues but still being able to add attachments. Is it possible in Jira?

Hi Roberta,

You can edit your projects permission scheme to remove access of these users from Edit Issue Permission

However, you can still give them access to create, edit attachments

No. There is Create, Delete all, and Delete Own attachments. There might be a plugin that gives you that, but I'm not aware of one.
