Can Project Admins update the list of values in their custom field context for their project?

Any plugins or other options to hand off the maintenance of custom field lists of values to the project admins (as opposed to sys admins)?

We have some custom fields in use like "Product" and "Service" which teams like to maintain their own lists for -- is there an option to allow project admins to have this control themselves?
