Yes, you can run FishEye yourself and hook it up to JIRA OnDemand. The FishEye that you run yourself can integrate with any of the SCM systems it supports.

We need to have Jira OnDemand to integrate with a perforce server within our intranet. Bitbucket does not support perforce integration. If I install FishEye to Jira OnDemand, can it talk to SCM systems outside OnDemand?

Yes, but you would need to install FishEye somewhere, either on your local network or elsewhere, where it can access the Perforce server AND be publicly available for OnDemand to connect to it.

Hi, Fisheye is discontinued and won't be available in the near future anyway. If you need Fisheye go with 3rd party or self hosted.

Meanwhile Atlassian recommends using Bitbucket with OnDemand.
