Can JIRA mail notification be configured based on issue type?

For a JIRA project, is it possible to configure that for issue type A, mails will be delivered to people in set A, and for issue type B, mails will be delivered to people in set B, etc.?

For the most part, no. Notifications are based on the project, not issue type.

There are exceptions though. For example, workflow transitions can fire different events if you have different workflows per issuetype and you can then configure different groups as recipients for those events.
