By using the word 'issue' as a verb, do you mean like, send out an automated report to the customer or you?
Issue navigator - search for the issues you have associated with the customer, then you have a basic grid-like result with several options for export (excel etc). Save the filter and you can push it through gadgets and other reports. I don't think you can get to a really basic key/summary and nothing else report, but you can get close with filters.
