I saw a blurb that said that testing wasn't done yet on JIRA 6.2 and Oracle 12, but cannot find anything on JIRA 6.1 and Oracle 12. Has it been looked at? Does it work?

We run a large suite of tests against every database that we support. If we do not include a database version in the list of what we support, this means that this testing was not done. The database may not change significantly enough for this to matter; the product may work flawlessly. However, since we did not test it, we cannot claim this and our support team can't address that lack of test coverage post hoc.
What this means is that you can try it if you want to live dangerously, but our support team would not be able to help with any problems you encountered. If you want to use Oracle 12c, then you should also use a later version of JIRA that has been properly tested against it.
And to answer more directly, Oracle 12c was definitely not tested for JIRA 6.1. See https://confluence.atlassian.com/display/JIRA061/Supported+Platforms

And the minimum version of JIRA that *does* officially support Oracle 12c is 6.4.
