Our organization recently started using JIRA. One of the users asked if
icon colors can be customized by projects for easy identification ?

Hey @Naresh Rajak welcome to Jira and the Atlassian Community.
I don't think it's possible to change the default icon colors, but you can create your own custom icons for issue types, by going to:
Project Settings >
Issue types
then click on the Icon you want to change and select "Upload a photo"
You can also change icons centrally (for all your projects) following these instructions:

Hi @Naresh Rajak , that's a great question! When you talk about the icons, do you mean the issue icons (e.g., story, task, sub-task, epic, service request, bug, etc.)? A picture of an example would be awesome, too!
