Is there a way to use 'days since last comment' in a query ?

example: I would like to search for issues where the last comment is > 30 days.

There is a field called "Last public comment date" that which you can use if you have JIRA Toolkit Plugin installed. This should help you the exact JQL you are looking for.

JIRA Toolkit Plugin shows up grayed saying "0 of 25 modules enabled". How can I enable it?

You have to put in a support request to have them reenable it. They have been working on an update forever but they disabled it in anticipation of the new version.
