Can I start a new JIRA plan and if I like it override an existing one?

Hi there, 

I work at a company that use JIRA and we want to change to a fresh plan because we cannot change the administration access as the person has left the business. As such, we can't make the feature changes that we want (like introduce EPIC tickets for example).

Our IT Services provider says they can't change the administration privileges, so we have the idea to create a new, free plan and set it up how how we want and just use it amongst a few of us to see how it goes.

Question is, if our team like how we've set it up on the free plan and want to expand it, could we move it over to the existing one we have (the one that has administrator access issues) in the future?

Also, is it possible to set up JIRA in such a way that we could see how much of a certain task has been completed by a certain person, say, each month? For example, could I go into JIRA and see that 'Over the past month, I have spent 20% of my time writing documentation'?
