You could probably use the getUserList CLI action to search for users to generate a CSV file and then removeUser with runFromCSV to remove them.

I use the latest Jira CLI ver 6.7.1 and I got an error when tried to removeUser CLI.
Here is the error:
Remote error: User is not authorized to perform the request. Response code: 401
I have verified the account has the correct password and has the admin right.
