Can I remove a user that has reported an issue?

I am trying to delete a user from Jira and I can't do this because they have reported an issue previously. The issue has been resolved and closed.

Hi Kiri,

It is recommended that you de-activate a user instead of deleting the user to preserve history and activity.

However, if you really would like to delete the user, re-assign all his issues, filters and owned dashboards to a different user. You will then be able to delete the user. (You can use bulk edit)

If you would like to reassign the issue or bulk change the reporter even the issue is in closed state. You might want to check out the following documentation: https://confluence.atlassian.com/display/JIRA/Allow+editing+of+Closed+Issues Just to top up a bit as you mentioned that the issue is resolved and closed.
