Can I move the text box edit controls to the bottom of the box

As an example the text controls are located at the top of the text input box. We require that the functional and non function requirements to be documented in the description field.   If you are not familiar with the Keyboard short cuts, not all of the format controls have these,  and your input is extremely long you have to scroll up to the top to enact a format control.  It would seem more efficient to have the controls at the bottom of the box.

Unfortunately, there is no way from within the UI to make this kind of change.
