Can I migrate or export my JIRA CWD_USER table on one instance into another JIRA instance?

We are currently working to restructure and reorganize our JIRA projects. We have our Production server on "Instance A" and recreating projects on "Instance B". Eventually, Instance B will become the new Production server. I would like to migrate all JIRA users from Instance A onto Instance B. Is there a way to export/import all users? This way I won't have to enter in all users manually.

Just curious why don't you use the XML backup to transfer the data instead? it is much more quicker :)

I'm not looking at backing up a JIRA instance, I want to migrate just the users table from one instance into another.

Still do the XML migration and delete off all the projects.
