Can I import full system configuration (custom fields, screens, workflows, etc.) but no projects?

We have a situation where we're spinning up a dev instance and would like to have all of the custom fields, screens, workflows, permissions, etc. copied exactly from production. We do not want to import any of the projects, just the configurations used by those projects. Is it possible to do a system restore/import with no project information included?

Unfortunately currently is not possible. However, there is already an improvement request being raised at here: https://jira.atlassian.com/browse/JRA-7020
