Can I have pre populated field for description for some issue types?

I have managed to add editable text after the issue is created, but I have a problem figuring out how to add it upon creation.

Hi Ble

You need to scroll to Issues > Screens and look for the screen you want to add this field. If this is a default install, probably the default screen. Click on Configure Screen and add the custom field.
