Can I have multiple next gen boards roll into a single project? If not, how would I be able to do this? Using Classic Jira? Can I use filters to view all boards  in one view?

Next-gen boards belong to their projects.  You will need to use classic boards with board filters like "project in (x, y, z)" to get data from many projects.
