Can I edit the workflow so reopening the parent ticket will auto reopen all subtasks?

I have a parent ticket with about 30 subtasks.

I want to be able to reopen the parent ticket and that will reopen all subtasks assicated with it

There isn't a way to trigger workflow operations in a different ticket from a single ticket (however, they can be prevented). As subtasks are (in JIRA) only considered a special Issue Type (with a special Issue Link to a given ticket), they are similarly immune to actions in other tickets.

The best way to fix this is to Reopen the parent ticket, then perform a JIRA issue search "parent = <parent_issue_id>" and Bulk Transition the resulting subtasks accordingly.
