Can I customize a notification scheme based on an event (ie. Issue Created) AND who triggered the event (ie. Group)? For example, I want JIRA to email the CEO only when the Account Management team creates a JIRA ticket. Currently, I only see the ability to configure a notification scheme based on an event only.
No, the notification scheme is purely "on event, notify group"
You'll need a listener or one of the email or scripting add-ons to add that sort of business logic.
