Can I create an area in ticketing where the customer cannot see the communication/updates made to the ticket by the developer.
We would like to have a dialogue between developers on issue tickets presented by the customer.

You should be able to restrict comments to specific groups/roles as described here.
So, you could add all your developers to a separate group or role and when a comment is meant as a discussion, you select the group/role that needs to see it. JIRA would not notify your customers this way.
