Can I archive boards?

Boards visibility is determined by its filters visibility. So share the boards filter with noone, create an "archiver" user and transfer ownership of the boards filter to him!

He does not even need login rights so it won't cost you a license :)

transfer of ownership only works for shared filters. Be setting the share to noone, I'm unable to transfer it to another user.

The way that worked for me: transfer the filter to an "archiver" user, login as said user (or use the great user switcher addon to switch to that user) and remove the share from the filter. After that, the board is gone for all other users.

Can you clarify your method? Does it still apply for current versions of JIRA?
