I have JIRA v6.1.4, Bamboo v5.0, FishEye/Crucible v3.2.4 and Confluence v5.4 with starter licenses. All share the JIRA user dictionary.

I want to upgrade only Bamboo to a single remote agent, unlimited jobs license. Is this possible without upgrading JIRA and FishEye to 25-user licenses?

Yes, these licenses are independent. You only have to keep licenses in sync when installing plugins (i.e. Fisheye plugins have to match fisheye license).
