If I am in ticket view I can assign the ticket to the specific person. But if I try to change the assignee of the same issue to the same person by bulk operation, I can do it. The person won't appear in the field.
Does anybody know why?

Could it be some caching issues in your JIRA indexes? Can you try to do the following?

I assigned one ticket from ticket view, after that I could assigned the other tickets via bulk edit. I don't know why, but it works now without JIRA shutdown.
