Bulk Operation 404 error

Attempting to confirm a bulk operation gives an error 404 (aka "oops you've found a dead link"). Is there a way to execute a bulk operation to progress things through workflow?

In my case the reason was trying to bulk delete groups by Group ID instead of Group name using the BulkOps App.

Try bulk-deleting by name, it works.

The most common problem that causes this behavior is when you are not added to the Global Permission Make bulk changes. There's a bug opened to change the error returned:

When doing Bulk Change in Boards, Project Administrator who is not enabled for Bulk Change in Global Permission receives a 404 Error instead of an access error

Please navigate to JIRA Settings > System > Global Permissions and check if you are in any groups added to the Make bulk changes. If you are not an Admin, ask your site-admin to perform the steps described and properly add you to this permission.

Additionally, the second most frequent cause of this problem is when you have a deleted group added to the Global Permission Make bulk changes:

Please navigate to JIRA Settings > System > Global Permissions and remove any deleted groups added to the Make bulk changes permission.
