Is it possible to restrict who has the option to 'bulk change' to administrators and not 'jira-users' as by default it seems this group has the ability which I want to try and remove?

bulk change is a global permission. Look here for a description, how it can be changed:

Yes. Configure the 'Bulk Change' global permission so that it is only granted to the groups you want.
