I am curious on your opinion and best practice: we are working with more than 2000 Jira users and therefore there is always an issue here the substitution. In these cases some colleagues change their email address of their user account to another colleague's mail address.But I don't like this solution and use to happen that they forget to rechange.
Do you know a best practice for that? How do you solve this problem?

Ask them why they're doing it too - there may be a good reason that they think it's a good idea and it's probably worth addressing that while you're educating them not to. You may uncover a flaw in your processes that you need to fix (or can patch over with a different approach in Jira)
Educate the users not to do that :) JIRA doesn't allow the changes to username but that is pretty much it. You can change other attributes like email address as it is your own details.
