Best Practices for JIRA config work using dev and prod instances (not OnDemand)?

Is there a recommended methodology for doing JIRA configuration development on a dev instance and then deploying it on a production instance?

Once we get a set of projects, workflows, issue types, custom fields, etc. to work together, we would like a error-resistant method for moving from our dev instance of JIRA to our production instance of JIRA.

Remember and repeat? Or project import (if the project does not already exist)? Project configurator (https://marketplace.atlassian.com/plugins/com.awnaba.projectconfigurator.projectconfigurator)?
