Basic Search Not finding Assignees

JIRA,

When I am signed on as administrator, I can go to navigator, select Basic, and select Assign All and can find anyone in the system - even with a search.

When I go in signed on as a different lower permission group/role (i.e. Agent, Supervisor role), I am not able to find anyone in the Assign All dropdown NOR able to  bring back anything with a search.

What am I misssing in permissions that would cause this?

Check global permissions -> Browse users

I suspect you'll find it's limited to just admins - you need to enable it for other users to see the list
