Under Import/export > Backup Manager the function to "create backup for cloud" does not seem to respond.
Do download file is opened.
I checked popups are not blocked.
Can you please assist with some troubleshooting tips?

There is an ongoing incident regarding the backup manager and our developers are already working on a fix.
Our status page wasn’t updated yet, but the current status mentioned internally is that the ETA is ~3 hours.
With this said, we need to wait a little bit more for the issue to be resolved.
