I am trying to find the best approach for automating a few tasks. For example, an issue is created by an in coming email. Thus it has a New status. Then depending on what is in the TO email field, that issue will be immediately flipped to an Assign status to that person. I would like to do this thru autoamtion. I know there are a number of tools out there for this. Does any one have a recommendation?

You can also do a lot with post functions: https://confluence.atlassian.com/display/JIRA/Advanced+workflow+configuration#Advancedworkflowconfiguration-postfunctions.
In this case, I think you would want to create post functions on the 'Create Issue' transition, which is triggered when the transition is created.
