Autocomplete doe not work for Reporter and other fields

For some reason the autocomplete does not work for fields besides assignee. 

For example when editing reporter field, assigning a new project lead, etc...

I am sure it worked before. Why does it not work now and how do I get it to work again?

Hi Timothy,

Please check if all users have "Browse User" permission on Global Permissions.
Both the users who should see other users and the users who should be seen need this permission.

Great, thank you! We changed the permission schemes and created a group for internal users and did not add this group to the global permissions.
