By what? Your users uploading it several times?

User is created ticket in salesforce and it's integrated with Jira, once the user created ticket with one attachment in salesforce, the ticket is automatically synced to jira. with the application link user id the attachment is attaching to JIRA ticket every 7 to 8 minutes but user didn't change anything in salesforce attachment.

The Salesforce link is mis-configured - it's adding the file over and over. This isn't actually a JIRA problem directly, you need to fix the automation in Salesforce.
