Attach documents to project

Is there a way to attach documents at the overall project level rather than just to an issue? We'd like to have some of the project scope and kick-off documents attached where all team members can access them.

A lot of places link the project to a Confluence space and then do the documentation there instead.

Can I attach a doc in confluence, or would we have to paste it in as comments there?

No, you only can attach files to issues. The only thing I can think of is putting some project scope information in a gagdet on a dashboard.
