i am not getting option to reactivate the account.

Could you explain what you mean by "an account"? The term is sometimes used to refer to a user account, while other people use it to refer to their site (the url where their Jira and Confluence is).
Atlassian normally does not deactivate user accounts, but they do disable sites if billing details are missing.
For users, the first place to find help would be in your own organization, with your Org Administrator who manages the site's users. In the second case, you might want to raise a support ticket with Atlassian at https://support.atlassian.com/contact.
