Atlassian - Default application access

We've an Atlassian account with "Jira Software", "Confluence", "Stride" applications configured under it. Under Site Administration -> Application Access -> User Defaults, we set the default application access only to "Confluence". When we created a user using the "Invite User" page with only "Confluence" checkbox checked against "Application Access", the user thus created/invited has got access only to "Confluence" and not to "Jira Software", "Stride". When we tried the same via REST API https://<instance_name>.atlassian.net/rest/api/2/user, the user hence created has got access to both "Jira Software" and "Confluence".

Kindly guide why this difference in behavior of Atlassian UI and REST API when creating/inviting a user?
