Assigning watchers - "No matches found" unless username typed in full?

I have a few users who have said they're unable to get any matches on typing in names normally when they try to add watchers. However, they figured out however that if they typed in the username in full and case sensitive that they could be added .. which makes me think it isn't a permissions thing. Any help??

It seems those users are lacking global Browse User permission.

Hi,

       Confluence page watchers not auto filling after we perform the reindex. Could any one have idea to fix issue.
