Assigning Issue to Specific User

We require all requested ticked raised by One user to be automatically assigned to a Specific user for prioritisation. Is it possible to set the JIRA workflow up in this way? and only in regards to one group in Jira not all groups.

Eg, If Tim raises a issue it will automatically be assigned to Tom. and both users are apart of the same group.

Sure, you'll need a plugin that provides some scripting capabilities to your workflows. You can either use JJUPIN (paid - easy to use, portable across JIRA versions) or Script Runner (free - requires some knowledge of JIRA internals).
