Assign rights on status

Hellow!

I have granted the "Assign permission" and "Assignable permission" for 2 project roles. 

On a "status1", I want that "projectrole1" assign issues for all groups but not for the "projectrole2".
And the "projectrole2" can assign issues for themselves, and for all the projectoles (projectrole1 included).

On a "status1", I want that "projectrole1" could not assign tickets.

I have tried the workflow properties. It works well for the second case, but I think we can't use properties for my conditions with properties. 

So my question is, how could we do with workflow properties? 
Is it a good idea? Because there aren't many issues about workflow properties, and JIRA recommand to not use https://confluence.atlassian.com/display/JIRA041/Workflow+Properties

OR any other ideas ?

Have you tried a transition condition "User in project role"?

I dont want condition on transition. 
I want create conditions when the issue is on a status.
