Assign permission not working

So , in admin helper i see that the user has the assign & assignable permission. Even so, the specific user does not see the "Assign" button or "Assign to me" button on the Issue View Screen.

I checked everything, field configuration, permission scheme and found nothing that can helps.

Have you got the assignee as a field on the edit screen?
