Assign a watcher to a single issue without giving him project wide watching ability

Is it possible to assign a user as a watcher for a single issue without having to give him permissions to watch all the project's issues?

I guess not. You could add a security level but you can't add watcher to that security level.

In order to acheive your goal, you would need to use a custom field (user picker, multi user picker) where you add your watcher. That custom field could be used in the security level.
