As an administrator how can I amend issue permissions?

  1. Choose  > Issues. this tool illustration is on all help pages. The help pages are very well documented. However, I am able to see this tool but there is only "Jira Admin ...." and "Projects" displayed, and no "Issues"

If you are assigned as Project Administrator you have the ability to assign other users, including yourself, as a member of a user role that has the permissions you require, e.g. as an administrator you do not have edit permissions for issues. To have edit permissions an administrator must also be defined in the "developer" role which has the permission.

Remember that the permission scheme may be different - it might not say "edit: role (developer)".

You can not make changes to issue permissions then. You will have to ask your JIRA Admin.
