Is it ok to ask for plugin feedback at Answers? If not then which is the right place to discuss about tools or plugins that work with Atlasssian products?

Hello Pankaj.

In answers, you can ask whatever you want.

If you want to ask feedback about other people plugins, this is the perfect place.

If you want to ask feedback about your own plugin, I think a most targeted way would be better since most Atlassian Answers users will not be users of your plugin. If you have a JIRA instance, you could set a issue collector in your web (or even in your product) to collect that feedback.

No. A long time ago, when the current Markeplace started, plugin developers were discouraged by Atlassian to use Answers for any sort of promotional action about their plugins. However, Answers can be used to provide support to plugin users.
Instead of asking for opinions about your plugin you are free for searching for any question that your plugin resolves and post a answer there.
