Are users not in group jira-users supposed to get E-mail notifications?

I need to create tickets for users that will notifiy them when the ticket is updated but I don't what the user to be counted against the JIRA license user count. Is there a way to do this?

Hi Ed,

Only the users in the Groups (jira-users,jira-admin) and the users with active status will be counted in the JIRA license user count.

But you can send mails to all the users created in JIRA even if the user is not in group

Only if you allow anonymous access to project you can send email but not counting towards license. Br, Andris
