Not explicitly, but there's a couple of stock answers

Both need you to define a filter for "unresolved and due date overdue" or "unresolved and due date is nearly due" or whatever you need. Once you have that, you can

  1. Use "subscriptions" to email the filter to people on a regular basis. Because filters are dynamic, the emails they get will contain the current list at the time the email is generated
  2. Use Jelly escalation for something a bit more advanced - https://confluence.atlassian.com/display/JIRA/Jelly+Escalation

There are some other options, but check those out first, as they are simple and don't need plugins or much code.
